Cover letters are like the first stage of a rocket designed to get your application through non-technical gatekeepers and into the hands of technical people who can understand your resume.
When I write a professional cover letter, I usually list how my skills and experience meet or exceed any requirements listed in the job description or advertisement. This way, gatekeepers can pass my resume (payload) without thinking too much, because thinking makes them more likely to reject my application.
