As per Singapore Airlines Cancellation Policy, you must return your ticket by the specified cut-off time on your certificate in order to be eligible for the discount. If you're booked to travel to or from the USA, you can cancel without penalty within 24 hours of being booked, as long as it's a week before the departure of your flight.
