Despite its immense popularity, FMovies operates in a controversial legal space. The legality of free streaming sites is a complex issue that varies from country to country. However, in most places, streaming copyrighted material without permission is considered illegal.

FMovies has been repeatedly targeted by law enforcement and copyright enforcement agencies.
